Government Vows Tougher Measures to Protect Women and Children Online, Says Gender Minister

The Minister for Gender, Children and Social Protection has pledged the government’s commitment to creating a safer digital space for vulnerable groups, particularly women and children, amid growing concerns over online abuse and exploitation.

Speaking at a national stakeholder forum on digital safety in Accra, the Minister emphasized the urgent need for comprehensive reforms and collaborative action to address the rise in cyberbullying, sexual harassment, and harmful content targeting minors and women.

“We cannot allow the internet—one of the most powerful tools for education and empowerment—to become a space of fear and violence for women and children,” she stated. “This government is committed to implementing stronger policies, expanding digital literacy, and working with tech companies to ensure safer platforms.”

The Minister outlined a multi-pronged strategy that includes stricter enforcement of existing cybercrime laws, improved reporting mechanisms, and educational campaigns focused on online etiquette, consent, and privacy. Special attention, she noted, will be given to schools and communities in rural areas where digital literacy remains low.

She also called for closer collaboration with law enforcement, civil society organizations, and social media companies to swiftly address cases of digital abuse and ensure that offenders are held accountable.

According to recent reports by Ghana’s Cyber Security Authority, incidents of online exploitation involving minors and gender-based harassment have surged in the past year, particularly on social media platforms and messaging apps. Advocacy groups have welcomed the Minister’s remarks, calling them a “long overdue step in the right direction.”

“This is a pivotal moment,” said Nana Ama Ofori, director of Digital Rights Watch Ghana. “We need to move beyond promises and deliver real change that protects our most vulnerable citizens.”

The Ministry is expected to roll out a national action plan on digital safety later this year, including consultations with tech industry stakeholders and international partners.
