NPP Caucus Calls for Extraordinary Parliamentary Session

Accra, Ghana — Just one day after Speaker Alban Sumana Kingsford Bagbin adjourned the House sine die, the New Patriotic Party (NPP) Parliamentary Majority Caucus has requested an extraordinary session to address urgent government business.

In a letter to the Speaker, Majority Leader and Leader of Government Business in Parliament, Alexander Kwamina Afenyo-Markin, invoked Article 112(3) of the 1992 Constitution and Standing Order 53 of Parliament. These provisions allow 15% of Parliament members to request a meeting, obliging the Speaker to convene Parliament within seven days.

The urgent matters to be discussed include a Motion on the Financing Agreement between the Government of Ghana and the International Development Association for $250 million intended for the Ghana Energy Sector Recovery Programme. Additionally, there are requests for tax exemptions related to the One District, One Factory Programme and the Ghana Financial Stability Fund.

Several bills are also on the agenda, including the Budget Bill 2023, Rent Bill 2023, University of Local Governance and Development Bill 2024, Environmental Protection Bill 2024, Social Protection Bill 2024, and the Intestate Succession Bill 2022. Other proposed legislation includes the Chartered Institute of Reconstruction and Insolvency Practitioners Bill 2023, the Ghana Industrial Property Office Bill 2024, and the National Petroleum Authority Bill 2024.

Afenyo-Markin justified the request by noting that these items were previously scheduled for consideration before Parliament’s adjournment. He emphasized the urgency of the matters and the need for Parliament to reconvene to fulfill its constitutional duties and serve the interests of Ghanaians.

“We wish to emphasize that this requisition is made in the utmost good faith and in the national interest,” Afenyo-Markin stated. He called for the Speaker to summon Parliament within the stipulated seven-day period and expressed readiness to provide any additional information or clarification needed.
